Toronto City Council has approved a bylaw making it mandatory for property owners to disconnect their downspouts. It will come into effect across the city in three phases.
Phase 1 - November 20, 2011
Phase 2 - December 3, 2013
Phase 3 - December 3, 2016
Mandatory downspout disconnection comes into effect in three phases over five years.
- A flat rate of $90 to have a technician come and assess your trough downspouts.
- They will be ensuring that the downspouts are capable of draining in their current location without flooding or ice issues. If not possible, they will assess how the Eavestrough could be adjusted to allow downspout(s) to be relocated to a more suitable area.
- They will also need to inspect to determine downspout size and colour match.
- If the work to be done exceeds $300 you will be reimbursed $45,
- If over $500 fully reimbursed the inspection fee.
- Note, as estimate for trough, soffit, fascia and siding replacement is free of charge.

Phase 3 requires property owners in the remaining areas of the city to disconnect by December 3, 2016.

In cases where it may not be technically feasible to disconnect your downspout or where disconnection would create a hazardous condition, you can apply to the City for an exemption.
The City may also provide financial assistance to low-income property owners. Register for an application form by emailing ddp@toronto.ca.
owners who fail to comply with the requirements of the bylaw may face an Order to Comply. If non-compliance continues, the City may issue warning notices followed by enforcement, under which a property owner could be subject to a fine. |
